This build looks awesome. I'm excited to see the damage it puts out in our group. It has some really great skills picked, and makes use of some really underrated and underused skills - particularly the mage guild ones.

The only change I think I might offer by way of skills would be finding a good replacement for elemental drain. The reason for this is the major breach debuff is already to the target every time the tank taunts, and every healer is supposed to have that skill so you should have the magicka regen anyway (sorry I haven't had that available since my stamina healing build) and the slot may be better used elsewhere. As this is an AOE build, the frost skill Winter's Revenge may be a good candidate - doing decent damage and having an extraordinary duration for a reasonable cost.

Second, I might suggest changing the morph on the bug swarm - The AOE has an awful delay of 10 seconds before it even applies the DOT to nearby mobs. The power of a DOT is the duration - and for the morph to be effective in an AOE setting takes a full 20 seconds, much longer than many AOE packs survive. The other morph on the other hand does 50% increased damage every other cast, so on a fight that will last the 20+ seconds, ie a boss, the overall damage output just increased tremendously - Basically a full 1k+ DPS at the very least.

The other thing I would look at would be how the skills are arranged. You may have already toyed with it on the calculator to see how where I would put the buffs and DOTs on the back bar and the instant abilities to the front bar. The exception would be bug swarm - the reason for all of this is the animal passive that increases damage done by 2% for each slotted skill. The damage of the DOTs is impacted by the current status of the character, not the status at the time of the cast. So once the DOTs are cast and the bar swap occurs, the single cast abilities and the DOT abilities are all buffed as much as possible.
