This is a perma block tank build. Rush into battle maintaining your AOE DPS which also immobilizes or reduces the movement speed of enemies and applies minor maim, reducing their max health by 10% for 30 seconds. Apply your Blue Netch buff to restore magicka (used for casting and blocking due to frost staff) and apply major sorcery, increasing your spell damage by 20%. Use expansive frost cloak buff for physical and spell resistance. Use spiked boneshield to create a damage shield for 6 seconds, absorbing damage up to 30% of your max health, redirects 30% of that damage back at the enemy (stacks with harbinger set).
Harbinger set redirects damage blocked equal to 4% of your max health and Frozen watcher set deals AOE frost damage to all enemies around you as long as you're blocking.

The armor and weapon sets utilized include:

2 piece Engine Guardian (light-Helm and medium-Shoulder)
-adds max stamina and max magicka
-whenever you activate an ability 10% chance to summon a dwemer automiton which restores mag, stam, or health.
-Both of these pieces should be transmuted to sturdy for block reduction

5 Piece Thews of the Harbinger (Frost Staff on both bars, necklace, 2 rings)
-adds to primary stats
-whenever you block an attack, redirect damage equal to 4% of your current health
-Front bar staff transmute to sharpened (frost enchant)
-Back bar staff transmute to defending (absorb magicka enchant)
Necklace and rings transmute to triune for increase in magicka, stamina, and health (flame resist enchant)

5 Piece Frozen Watcher set (Heavy armor set: chest, girdle, gauntlets, greaves, sabatons)
-Adds to stamina and health
-Summon a blizzard around you that deals frost damage for as long as you're blocking to all enemies within radius (plus 15% chance to apply chilled)
-Transmute all pieces in this set to Impenetrable for increased crit resistance (prismatic enchant on all)
