Set Combinations:

1)
Ilambris + Rattlecage + Overwhelming Surge
Front: Lightning Staff + Back: Frost Staff
Pros: No potions needed, can block very well on frost staff, has a storm of each element
Cons: Damage is not the greatest

2)
Ilambris + Elf Bane + Overwhelming Surge
Front: Lightning Staff + Back: Inferno Staff
Pros: Destruction Ulti (fire) lasts 12 seconds, Ilambris firestorm lasts 10 seconds (longer than its cooldown)
Cons: Very bad at blocking, does not have all the elements

Instead of Ilambris you could also use Grothdarr, for example.

Mundus Stone:
Lover

Food:
Max Health + Max Magicka, you can go more fancy though

Potions:
If you wear Rattlecage or use Degeneration, you can use normal magicka potions.
Otherwise you may want to use Major Sorcery potions

Race:
Redguard for maximum ulti spamming (8% reduced cost of destruction staff ulti)
Nord for resistances and maximum gear flexibility
Other races are fine too.
