MAINBAR - Relentless Focus (Spectral Bow) > Light Attack
Weave Surprise Attack if Single Target or Power Extraction if AOE
Once Endless Hail ends, repeat BOWBAR rotation.
Once Relentless Focus or Power Extraction has ended, repeat rotation from beginning.
