Troll King, Cyrodiil's Ward (jewelry, hands and waist) OR Hulking Draugr (jewelry and weapons), and Seventh Legion with all impenetrable traits.

Jewelry should be 1 robust and 2 infused all with weapon damage enchantments. The weapons should be a sharpened or infused maul with weapon damage. The sword and board should be defending and impenetrable.

7th maul infused with weapon damage, 7th defending sword with life drain enchantment, 7th reinforced shield.
Troll king impenetrable visage with max health enchant + troll king impenetrable pauldrons with max health enchant.
7th cuirass impenetrable with tri-stat glyph, cyrodiil ward belt impenetrable with max stamina enchant, cyrodiil ward bracers impenetrable with max stamina enchant, 7th greaves impenetrable with max stamina enchant, 7th sabatons impenetrable with max stamina enchant. Cyrodiil ward gold robust necklace with weapon damage enchant, cyrodiil ward gold robust ring with weapon damage enchant, cyrodiil ward gold infused ring with weapon damage enchant.
