Built around flame lash, the entire purpose of the build is to optimize its strength during and after Off-Balance. Dizzying Swing is there for when it's not, or to proc Off-Balance in the first place.

A typical attack order would be:
Critical Rush - a gap closer if needed
Fosillize OR Dizzying Swing - this will get you the Off-Balance proc. Fosillize is for enemies that can be stunned, Dizzying Swing is for enemies that can't
Flame Lash - until Off-Balance ends. Really, they should die here
Dizzying Swing - until Off-Balance is ready again

If you prefer, Poison Breath is a solid way of procing Poisoned and Major Breach in place of Fossilize, that will just leave you with Take Flight as your only hard CC.
