This is a build that grants high results regarding DPS once you manage to master the rotation, i achieved 34k DPS in single target on a bloodspawn test despite a few mistakes.

Regarding the sets, i'm currently using 5 pieces Hunding's rage (BiS would be TBS with Thief+Shadow mundus though), 4 Night Mother's Gaze, Maelstrom bow and 3 agility (robust trait) all enchanted with weapon damage for the jewelry and stamina for the armor. Armor traits: Divines; Weapon traits: Precise.

I'm an imperial but i recomend to pick a redguard because templar's skills cost a lot, on top of that templars have bad passives regarding recoveries which makes really hard the stamina management during long fights. Khajiit would be great too, you will gain a bit on dps but your stamina will drop really quickly just like an imperial.

Start the rotation with PoTL>Rearming trap>Caltrops>Comet>Endless Hail>Jabs>Rending Slashes>Jabs>Jabs>jabs.......
Refresh the DoTs when they run out. Use Comet as ulti only at the beginning of the fight if you have enough ulti points, then use Dawnbreaker every time you can. When the target is below 50% health cast poison injection after you refresh endless hail during the normal rotation, and keep it up all the time.
